The City of Oshawa has deemed complete two planning applications from D.G. Biddle and Associates Ltd., acting on behalf of Greycrest Homes (Oshawa) Inc., for lands at Conlin Road East and Riverton Street, according to the City’s notice.
The applications seek to amend Zoning By-law 60-94 (file Z-2026-06) and an approved draft plan of subdivision (file 18T-94025). The applicant proposes to develop Phases 10 and 11 with 5 single detached dwellings and 94 semi-detached dwellings, instead of the 93 single detached dwellings previously approved, the notice states.
To make the proposal possible, the lands would be rezoned from R1-E.Y4.5 “h-14” (Residential) to a site-specific R2 (Residential) zone allowing both housing types, with conditions for reduced front and rear yard depths and increased lot coverage.
The Oshawa Economic and Development Services Committee will consider the applications at a future Planning Act public meeting. Written comments may be provided to the City at any time before the zoning by-law amendment is passed and the draft plan revisions are approved; the notice also outlines appeal rights for parties who make submissions before the decision.
