A busy stretch of Baseline Road in Bowmanville has been closed due to flooding and washouts, with municipal officials warning the closure could remain in effect for at least another week.

The section of Baseline Road between Bennett Road and Lambs Road was shut down Monday after significant flooding damaged portions of the roadway and its shoulders. The closure affects one of Clarington’s key east-west corridors south of Highway 2, creating disruptions for commuters, local residents and commercial traffic.

According to a spokesperson for the Municipality of Clarington, the road will remain closed until at least the middle of next week while crews coordinate repairs.

“We are currently coordinating resources to carry out repairs on both the road and the shoulders,” the municipality said in a statement.

Flooding and washouts can compromise the structural integrity of road surfaces, particularly during freeze-thaw cycles common in late winter. Rapid snowmelt combined with rainfall can overwhelm drainage systems, leading to erosion beneath pavement and along shoulders.

Baseline Road in Bowmanville is classified as a Type ‘A’ arterial road, meaning it typically carries higher traffic volumes and is exempt from seasonal weight restrictions. Its temporary closure is expected to have a noticeable impact on traffic flow in the area, especially for vehicles accessing nearby residential developments and business areas.

The flooding closure comes as Clarington is already planning a significant reconstruction and urbanization project on Baseline Road, immediately west of the affected section, from Mearns Avenue to Lambs Road. That project is currently in the design stage and is expected to be completed this year.

Municipal officials have identified this corridor for long-term improvements to support growing transportation demands and future development within the Clarington Technology Business Park. Planned upgrades include widening and urbanizing the existing two-lane road, installing storm sewers to improve drainage, adding sidewalks and a multi-use path, upgrading street lighting and enhancing landscaping and boulevards.

While the ultimate long-term design envisions a four-lane cross-section, the initial reconstruction phase will maintain two lanes. However, pedestrian and stormwater infrastructure will be designed with future expansion in mind to minimize the need for additional rework.

In the meantime, drivers are advised to follow posted detours and avoid the closed section of Baseline Road. Motorists should also exercise caution when travelling near flood-affected areas, as soft shoulders and standing water can create hazards.

Municipal crews continue to assess the extent of the damage as cleanup and repair planning moves forward.
