The Frenchman’s Bay acquisition effort has reached a new partnership stage, with Pickering announcing that the key parties needed to develop a funding agreement and management model are now in place. The City’s October 16 statement does not announce a completed purchase.

The collaboration brings together Pickering, the federal government — including Environment, Climate Change and Nature and Parks Canada — the Nature Conservancy of Canada, and Toronto and Region Conservation Authority. The City says their shared goal is to protect the bay’s natural and recreational value over the long term.

The organizations will work toward a framework covering both the purchase funding and the stewardship of the bay. The City describes a shared commitment to preserving the waterfront for future generations, while emphasizing that further agreements are needed.

Important details remain unsettled. The parties are continuing discussions about the final agreements and arrangements required to complete the Frenchman’s Bay acquisition and establish long-term management. Mayor Kevin Ashe also identified ongoing discussions with Indigenous community partners as part of the work ahead.

The statement provides no purchase price, confirmed breakdown of funding contributions or closing date. It should not be read as confirmation that a final funding agreement has been signed or that public ownership has already taken effect.

Frenchman’s Bay is a significant coastal wetland on Lake Ontario’s north shore. According to the City, large portions have been privately owned by the Pickering Harbour Company since 1853 under a pre-Confederation Crown charter, unlike the more common Crown ownership of water bodies.

Pickering says acquiring the privately held portions would support protection, restoration and enhancement of the bay’s ecological functions. The municipality plans to share further details as the process advances.
