A Durham high-risk offender alert has been issued before the planned release of a 48-year-old man into the community on Sunday, October 11.
Durham Regional Police Service identified the man as Keith Theodore Constantin. Police said he has a history of serious convictions that includes sexual assault, sexual assault with a weapon, assault with a weapon, assault, robbery, possession of explosives, uttering threats and repeated probation violations.
DRPS said Constantin poses a significant risk to the community, particularly to children. The police notice was published October 10 so residents could be aware of his release and the restrictions that will apply.
Police will monitor release conditions
Constantin is subject to an order under section 810.2 of the Criminal Code. That provision allows a court to impose conditions when there are reasonable grounds to fear a person will commit a serious personal-injury offence.
Police said the DRPS Offender Management Unit will monitor his whereabouts and activities. He must wear a GPS monitoring device at all times, report to police weekly and observe a 7 p.m. to 7 a.m. curfew.
His conditions prohibit him from communicating or associating with anyone under 16 or taking part in activities involving anyone under 16. He is also barred from entering daycares, school grounds, playgrounds, swimming areas or community centres where children under 16 are present.
The order restricts him from attending public places such as malls where children can reasonably be expected unless he is accompanied by someone older than 21. It also prohibits relationships with a legal guardian of children under 16.
Order restricts weapons, substances and internet access
Other conditions prohibit Constantin from possessing weapons, alcohol, illegal drugs or controlled substances unless medically prescribed. He must not associate with people involved in criminal activity or known to have a criminal record.
He is not permitted to use the internet or other digital networks, or possess a device capable of accessing the internet. Police must be notified before he leaves the jurisdiction where he is living, including his destination and travel plans.

Residents asked to report dangerous behaviour
DRPS asked residents to remain vigilant and report suspicious or dangerous behaviour directly to police. Anyone with information related to Constantin can contact the Offender Management Unit at 1-888-579-1520, extension 5357.
Anonymous information can be provided to Durham Regional Crime Stoppers at 1-800-222-TIPS or through its website. Anyone facing an immediate threat should call 911.
Police said the disclosure was made under provincial rules that permit a police chief or designate to release personal information when an individual is believed to pose a significant risk of harm and disclosure could reduce that risk.
