The Durham Region chair appointment is expected to be announced around November 1, according to a new statement attributed to the office of Ontario cabinet minister and Durham MPP Todd McCarthy.

The timing, reported by Durham Post on September 8, would place the provincial announcement several days after Ontario’s municipal elections on October 26. No appointee has been publicly identified.

McCarthy’s office told the local publication that the estimated appointment date is expected “on or around November 1st.” The office declined to comment on possible candidates or the number of people under consideration.

The appointment will mark a significant change in Durham Region governance. The regional chair is the head of Durham Regional Council and serves as the municipality’s chief executive officer. The chair leads council meetings, represents the Region publicly and has responsibilities connected with Regional committees and the Durham Region Transit Commission.

Why the Durham Region chair will be appointed

Durham voters directly elected their regional chair in 2014, 2018 and 2022. That system changed when Ontario’s Better Regional Governance Act, 2026 received Royal Assent on May 7.

The legislation gives the provincial government authority to appoint heads of council in several upper-tier municipalities, including Durham. The change takes effect for the council term that follows the 2026 municipal election.

As a result, Durham voters will choose their mayors, local councillors and regional councillors this fall, but the regional chair will not appear as a directly elected office on the ballot. The appointed chair will sit with those locally elected members when the new Regional Council is formed.

The province opened an application process for the Durham position earlier this summer. Ontario had already said an appointment would be made after the fall municipal election, but the September 8 statement provides a more specific expected window.

The governance legislation also contemplates expanded “strong chair” authority, similar to powers already assigned to designated strong mayors. That makes the selection consequential beyond the chair’s ceremonial and meeting-management duties because the position helps shape the Region’s administration and policy direction.

Durham Regional Council opposed ending the direct election. In April, council approved a resolution asking the province to preserve the elected position, citing democratic accountability and the mandate provided by a region-wide vote. The Region also conducted public engagement on the change and forwarded the results to Ontario.

What remains unknown

The province has not announced whether incumbent chair John Henry will continue in the role or whether another person will be selected. Henry was elected in 2018 and re-elected in 2022.

Until the formal appointment is released, any discussion of individual candidates remains unconfirmed. The only new information that can be responsibly reported is the expected timing supplied by McCarthy’s office and the established provincial appointment process.

The incoming chair will join the Regional Council formed after voters choose municipal representatives across Durham’s eight local municipalities. Durham’s inaugural meeting for the 2026–2030 council term is scheduled for November 25.
