Proposed 33-Unit Townhouse Development Planned for Oshawa’s Samac Community

A new 33-unit residential development is being proposed for Oshawa’s Samac Community, with city officials set to review planning applications later this month.

The Oshawa Economic and Development Services Committee will consider requests submitted by the Biglieri Group, on behalf of Reza Fadavi, for lands located at 2043 Simcoe Street North. The proposal calls for the construction of two three-storey stacked townhouse buildings, described as apartment-style townhouses, containing a total of 33 residential units.

To move the project forward, the applicant is seeking amendments to the Samac Community Secondary Plan to introduce a site-specific policy allowing a maximum residential density of 180 units per hectare.

In addition, changes to Zoning By-law 60-94 are being requested to rezone the property from MU-A(4) h-12 (Mixed Use) to a site-specific MU-A (Mixed Use) zone. The proposed zoning would permit several site-specific standards, including increased height, density, and lot coverage, as well as reduced yard depths, building frontage, and parking requirements. The proposal also seeks permission for balconies on multiple building façades.

A public meeting on the proposal is scheduled for January 12 at 6:30 p.m. in the Council Chamber at Oshawa City Hall, located at 50 Centre Street South.

The Samac Community is a family-oriented neighbourhood in north Oshawa, recognized for its combination of green spaces and urban amenities. The area includes conservation lands such as Camp Samac, along with newer housing, local businesses, and convenient highway access. It is also home to Durham College and parts of the University of Ontario Institute of Technology, making it a significant institutional and residential hub for both the city and the region.
