A Durham high-risk offender arrest has changed the status of a man who was the subject of a public safety warning earlier this month. Durham Regional Police say Keith Theodore Constantin, 48, is back in custody after an alleged breach of his court-imposed curfew.
In an update published Wednesday, October 21, police said Constantin was taken into custody on Monday, October 19. He was held for a bail hearing and remained in custody, according to the release.
The arrest is a substantive development from the October 10 community alert, which preceded his release on October 11. Durham Radio News reported that his release was into Oshawa.
Police monitoring led to custody update
The DRPS Offender Management Unit had been monitoring Constantin since his release, police said. The October 21 notice identifies a curfew breach as the reason he was taken back into custody; it does not announce a conviction for a new offence or provide a new court date.
Police described Constantin as a high-risk offender with a history of serious convictions, including sexual assault, sexual assault with a weapon, assault with a weapon, assault, robbery, possession of explosives, uttering threats and repeated probation violations.
Those are convictions described in the police account of his history. They should not be confused with new charges arising from the alleged October 19 breach. The current release does not list specific new charges or say that he committed another violent offence after his release.
A major follow-up to the earlier public warning
All About Durham previously reported the October public safety alert and release conditions. This follow-up concerns the subsequent arrest and custody status, not a second announcement of that release.
The Durham high-risk offender arrest update gives residents a different current picture from the original advance warning. The police account says he remains in custody; it does not set out the outcome of a future bail proceeding or a subsequent release plan.
Information can be reported to police
Anyone with information about Constantin can contact the DRPS Offender Management Unit at 1-888-579-1520, extension 5357. Anonymous information can be given to Durham Regional Crime Stoppers at 1-800-222-TIPS (8477).
Details about the arrest, monitoring and custody status in this report are attributed to the October 21 DRPS update. Durham Radio News also reported the arrest that afternoon.
