A downtown Oshawa parking lot could soon be transformed into a major residential development as city officials review plans for a new high-rise building near City Hall. The Oshawa Parking Lot Redevelopment Proposed For 23 Storey Tower project would bring hundreds of new housing units, affordable housing opportunities, and commercial services to the city’s downtown core.

The proposal focuses on a municipal parking lot located at 0 Athol Street West, commonly known as Parking Lot 4. The Oshawa Parking Lot Redevelopment Proposed For 23 Storey Tower plan calls for the construction of a 23-storey mixed-use building containing 274 residential units and a variety of supporting amenities.

The site sits just steps away from Oshawa City Hall and across the street from another major residential development planned for the former church rectory property. City planners believe the Oshawa Parking Lot Redevelopment Proposed For 23 Storey Tower project could contribute significantly to the continued revitalization of downtown Oshawa.

According to the proposal submitted by a local project management company, the development would include 156 parking spaces designated for residents. In addition, 73 public parking spaces would be incorporated into the design to replace those currently available in the existing municipal parking lot.

Parking has been a key consideration throughout discussions surrounding the Oshawa Parking Lot Redevelopment Proposed For 23 Storey Tower project. The current lot not only serves visitors but also functions as a delivery area for nearby businesses located along King Street East and Simcoe Street South. Developers have attempted to address those concerns through the inclusion of multiple levels of structured parking.

Plans indicate the building would contain seven parking levels, including one underground level. The Oshawa Parking Lot Redevelopment Proposed For 23 Storey Tower proposal also includes a variety of residential and community-focused features designed to support future residents.

One of the most notable aspects of the development is its affordable housing component. At least 96 units within the building would be designated as affordable housing, helping address growing demand for accessible housing options throughout Oshawa. The development would also feature a ground-floor medical clinic, creating additional healthcare access for residents and visitors. Outdoor amenities are planned as well, including rooftop gathering spaces and landscaped areas designed to enhance the living experience.

The Oshawa Parking Lot Redevelopment Proposed For 23 Storey Tower concept originated in late 2024 when the city received an unsolicited proposal to purchase and develop the parking lot. Initially, council expressed concerns about losing parking infrastructure within the downtown core and was reluctant to move forward.

However, after reviewing the proposal and evaluating potential benefits, city staff recommended marketing the site. Council later declared the property surplus and endorsed moving the project through the planning process. If approved, the development would add significant residential density to downtown Oshawa while supporting ongoing redevelopment efforts.
