Three Clarington heritage properties in Newcastle and Bowmanville have received formal municipal designation for their architectural and historical value.

Clarington Council approved the designations at its August 19 meeting. The municipality published notices of the three passing bylaws on September 4 under Part IV of the Ontario Heritage Act.

The designated properties are 106 Beaver Street in Newcastle, 107 Beaver Street in Newcastle and 3438 Green Road in Bowmanville.

Separate bylaws cover each property

Each designation was enacted through an individual municipal bylaw. Bylaw 2026-085 applies to 106 Beaver Street, Bylaw 2026-086 covers 107 Beaver Street, and Bylaw 2026-087 designates the Green Road property.

Heritage designation is a formal recognition that a property has cultural heritage value or interest. It is intended to help conserve significant buildings and places while documenting why they matter to the community.

The designation does not mean a property becomes a museum or public site. Designated properties may remain privately owned and used, but Ontario’s heritage framework establishes processes for proposed alterations, demolition and other changes that could affect identified heritage attributes.

Appeal deadline is September 24

The municipal notices state that an appeal concerning all or part of a designation bylaw may be filed with the Ontario Land Tribunal. The deadline is 4:30 p.m. on Thursday, September 24, 2026.

An appeal must set out the reasons for objecting to the designation. Clarington says submissions can be made through the tribunal’s electronic filing service by selecting the Municipality of Clarington as the approval authority. The notice also provides options for filing by mail and for contacting the municipal clerk if the online portal is unavailable.

The Ontario Land Tribunal filing fee identified in the notices is $1,100, payable through the online filing system or by certified cheque or money order to Ontario’s Minister of Finance. Tribunal forms include a process for requesting a fee reduction.

Anyone considering an appeal should rely on the municipality’s complete notice and the tribunal’s current requirements rather than this summary.

Background material available from Clarington

Copies of the bylaws and supporting background information are available from Clarington’s planning department. The municipality also maintains information about its broader heritage-property program online.

The three September notices concern one rural Bowmanville property and two addresses on Beaver Street in Newcastle. They are separate from other heritage designations previously approved elsewhere in Clarington.
