Durham Regional Police have issued a Community Safety Alert for High Risk Offender following the release of a convicted murderer into Oshawa under strict supervision conditions.

Darren Scott RAY, 65, has been released on an Unescorted Temporary Absence Permit (UTA). RAY is currently serving a life sentence for first degree murder. Police confirm he is now residing within Oshawa and remains under close monitoring.

According to Durham Regional Police Service (DRPS), RAY poses a significant risk to the community due to his serious criminal history. Authorities are notifying the public in the interest of community safety and awareness.

RAY is described as an Indigenous male, 5 feet 9 inches tall, weighing approximately 199 pounds, with an average build. He is bald and wears glasses.

Police emphasize that while RAY is legally permitted to be in the community under the UTA, he is bound by numerous strict conditions designed to manage risk and ensure public safety.

Release Conditions

Under his Unescorted Temporary Absence Permit, Darren Scott RAY must:

  • Travel directly to his approved destination and report to his parole supervisor as directed.

  • Remain at all times within Canada and within territorial boundaries set by his parole supervisor.

  • Obey the law and keep the peace.

  • Not own, possess, or control any weapon as defined by the Criminal Code, unless authorized.

  • Remain within Durham Region unless otherwise approved.

  • Not consume, purchase, or possess alcohol.

  • Not be in the presence of any person under the age of 18 unless accompanied by a responsible adult approved in writing by his parole supervisor who is aware of his criminal history.

  • Not associate or communicate with anyone known or believed to be involved in criminal activity.

  • Immediately report all sexual and non-sexual relationships and any changes in those relationships to his parole supervisor.

  • Disclose all relationships and friendships with individuals who have parental responsibilities for children under 18.

  • Not consume, purchase, or possess drugs other than prescribed medications taken as directed or over-the-counter medication used appropriately.

Durham Regional Police state that they will continue to monitor RAY’s whereabouts and activities closely through the Offender Management Unit.

Authorities are urging residents to remain vigilant and aware of their surroundings. The police stress that the purpose of the Community Safety Alert for High-Risk Offender is not to create panic, but to inform the public and enhance community awareness.

Anyone with information regarding Darren Scott RAY, or any concerns related to potential breaches of his release conditions, is asked to contact Detective Broadfoot of the DRPS Offender Management Unit at 905-579-1520 extension 5357.

Residents are reminded to call 911 immediately if they believe there is an imminent threat to public safety.

Durham Regional Police continue to prioritize community safety and encourage the public to report any suspicious activity.
