Oshawa’s 1926 Civic Services Map: An October 15 Archive Snapshot

*Durham Time Machine — October 15, 1926 ↔ October 15, 2026*

October 15, 1926 was a Friday. This is a *sourced reconstruction / archive snapshot, not a report of a council meeting, emergency, library visit, water-main repair or police call on that particular day. The exact-year Ontario Reformer run was checked at Durham Region Newspapers / VITA, but its normal public route returned an access-control challenge. No control was bypassed. This edition therefore uses the City of Oshawa Directory*, published May 1, 1926 and digitized by Oshawa Public Libraries.

That limitation matters. A city directory can establish what its editors printed: names, offices, classifications and many addresses. It cannot prove that an office was open on October 15, that an official made a decision, that a service was delivered or that the directory was complete on every day of the year. Read carefully, though, the book sketches a compact civic map centred on City Hall and the downtown street grid.

City Hall as an administrative address

The directory printed City Hall at *106 Simcoe Street South*. It assigned several municipal functions to that address: city assessor R. H. James, city clerk F. E. Hare, city engineer W. C. Smith, sanitary inspector D. A. Hubbel, tax collector W. Nelson Ford and treasurer Peter A. Blackburn. It also identified Dr. T. W. G. McKay as medical officer of health at City Hall, and named W. Chester Smith as engineer for the city waterworks department there.

Those entries do not describe a day’s work. They do show the directory’s civic organization: assessment, records, engineering, public health, sanitation, taxation, finance and waterworks were presented as distinct functions, with City Hall as the printed point of contact. The list gives a reader in 1926 a way to find a municipal office; it is not a modern organizational chart or evidence that every function was exercised on October 15.

A cluster at Richmond and Simcoe

The book placed the *fire hall at the corner of Richmond Street and Simcoe Street North, with A. Cameron named as chief. It placed the police station* at Richmond Street and Simcoe Street North as well, naming O. D. Friend as chief constable. A separate alphabetical entry identifies the Oshawa Fire Department at 60 Simcoe Street North and the Oshawa Police Department at Richmond Street west, corner Simcoe North.

Together, those entries give a precise historical clue to a civic-services cluster, not an incident log. They cannot tell us how many firefighters or police officers were on duty, what equipment was available, whether a call occurred, or how either department operated. They do establish that the directory recorded both services around the Richmond–Simcoe intersection and attached named leadership to them.

Reading, mail and care on the map

The public library received its own entry: *44 Simcoe Street South*, with Mrs. D. V. Oke as librarian, H. Rowland as assistant librarian and Miss B. Millichamp as children’s librarian. The entry also printed a library board, headed by Dr. D. S. Hoig, and included the mayor among its members. That is useful evidence of the book’s separate treatment of library operations and governance. It does not establish opening hours, circulation figures, children’s programming or a visit on October 15.

The directory located the post office at King Street East and Ontario Street, with Miss W. Gordon as postmistress, and listed a South Oshawa sub-post office at 430 Simcoe Street South. These are two printed postal locations, not proof of mail received or sent on the target date.

For hospital care, the directory named Oshawa General Hospital on the north side of Alma Street at Simcoe Street North, identified Miss E. McWilliams as superintendent, and gave 47 Alexandra as the nurses’ residence. It also printed a hospital board. Those are bounded facts about the directory’s listings; they cannot establish an admission, treatment, staffing level, hospital capacity or outcome.

What the snapshot can—and cannot—say

At least six local facts are directly verified in the 1926 directory: City Hall was printed at 106 Simcoe Street South; multiple named civic officers were listed there; the fire hall and police station were both listed around Richmond and Simcoe North; the public library was listed at 44 Simcoe Street South with named staff; the book named a central post office and a South Oshawa sub-post office; and it listed Oshawa General Hospital, its superintendent and nurses’ residence location.

The source cannot establish activity on October 15, 1926. It cannot prove who entered any building, whether a service was available at a given hour, a budget, an emergency response, a council action or a personal experience. That is why this piece is labelled an archive snapshot rather than “100 Years Ago Today” news.

For a present-day starting point, the City of Oshawa’s official website provides current municipal information, while Oshawa Public Libraries’ Local History & Genealogy service explains its directory and research resources. We have not verified that any 1926 office address remains the modern location or successor of the listed service.

Sources and method

  • 1926 City of Oshawa Directory, Henry Vernon & Son, published May 1, 1926; verified against entries for City Hall, Fire Hall, Police Station, Public Library, Post Office and Hospital. Digitized by Oshawa Public Libraries.
  • Oshawa Public Libraries — Oshawa city directories.
  • Oshawa Public Libraries — Local History & Genealogy.
  • City of Oshawa, current municipal-information source.
  • Durham Region Newspapers / VITA, checked for date-specific research; access control was not bypassed.

Source note: This is original editorial work and a sourced reconstruction of Oshawa’s 1926 civic-service directory listings. The annual directory was published May 1 and cannot establish a meeting, dispatch, emergency, library use, postal transaction, treatment, office hours or business activity on October 15. Listings are reported as listings. No archive scan, photograph, advertisement, source headline or protected wording has been reproduced.
