A major transformation is coming to South Oshawa as Housing Durham prepares to share the final vision for the Malaga Road Redevelopment 2026. On Wednesday, May 27, the region will host a drop-in open house at the South Oshawa Community Centre to update residents on the ambitious project at 416 to 448 Malaga Road. The redevelopment marks a massive shift in density for the area, replacing 65 aging townhouse units with a modern, high-density complex totaling 417 dwelling units. The project is a centerpiece of the region’s broader strategy to modernize its community housing stock while addressing the local affordability crisis.
A Multimodal Housing Hub
The Malaga Road Redevelopment 2026 is designed to be a diverse residential pocket rather than a single monolith. According to the latest planning applications, the site will feature:

A 12-storey Apartment Building: Serving as the site’s anchor with 242 units.

Two Mid-Rise Buildings: Two 6-storey structures providing an additional 142 units.

Stacked Townhouses: Two 3-storey buildings totaling 33 units to maintain a street-level neighborhood feel.

Shared Infrastructure: The plan includes both surface and underground parking, as well as integrated open spaces for residents.
The “50/50” Affordability Model
A key highlight of the Malaga Road Redevelopment 2026 is its social mandate. The applicant has signaled an intent to dedicate 50% of the units to affordable and rent-geared-to-income (RGI) housing, while the remaining 50% will be offered at market rates. This mixed-income model is intended to foster a balanced community and reduce the stigma often associated with high-density social housing projects. To accommodate this vision, the City of Oshawa is currently reviewing an amendment to the Official Plan to permit a residential density of 254 units per net hectare.

The upcoming open house is a critical step for the Malaga Road Redevelopment 2026. Residents and business owners are invited to the South Oshawa Community Centre (1455 Cedar Street) between 5:00 p.m. and 7:00 p.m. to view renderings, speak with planners, and ask questions regarding construction timelines and traffic impacts. A subsequent formal public meeting at Oshawa City Hall is also tentatively scheduled for June 1, 2026, where the official zoning amendments will be debated.
Strategic Growth in South Oshawa
The Malaga Road Redevelopment 2026 is one of several large-scale projects currently reshaping the South Oshawa skyline. Combined with a nearby 284-unit proposal on Bloor Street East, the area is set to receive over 700 new homes in the coming years. This surge in development is driven by the region’s “At Home in Durham” strategy, which aims to initiate 1,000 new affordable units across the region. If approvals proceed as expected, active construction on the Malaga Road site could begin by late 2026 or early 2027.
