$3 Million for Oshawa Water Infrastructure to Support Housing Growth

More than $3 million in Oshawa water infrastructure funding is being invested by the Ontario government to expand critical stormwater and culvert systems in north Oshawa.

According to Todd McCarthy, MPP for Durham and Acting Minister of Infrastructure, up to $3,225,355 will be allocated to the Conlin Road East Phase 2 Culvert and Stormwater Infrastructure Project, a key initiative supporting housing access and residential development in the area.

The Oshawa water infrastructure funding is being delivered through Ontario’s Municipal Housing Infrastructure Program – Health and Safety Water Stream (MHIP-HSWS), which focuses on enabling safe and sustainable community growth.

“This is welcome news for Oshawa,” said Mayor Dan Carter. “As our community continues to grow, this investment in stormwater infrastructure is essential to advancing the major reconstruction of Conlin Road East from Ritson Road to Townline Road and supporting neighbourhoods and residential housing in the area.”

McCarthy said the funding reflects the province’s commitment to protecting Ontario’s economy by investing in infrastructure that supports growth and job creation, particularly during ongoing economic uncertainty.

Quick Facts

  • In August 2025, Ontario expanded the Municipal Housing Infrastructure Program to $4 billion to accelerate housing and core infrastructure development.

  • Since its launch in 2024, the program has helped enable approximately 800,000 new homes across the province.

  • The MHIP includes four funding streams:

    • Housing-Enabling Water Systems Fund (HEWSF)

    • Housing-Enabling Core Servicing (HECS) Stream

    • Health and Safety Water Stream (HSWS)

    • Agriculture and Irrigation Stream

The Oshawa water infrastructure funding is expected to play a key role in supporting future housing growth while improving stormwater management and road safety in the north end of the city.
