As temperatures drop and health risks rise, people without shelter in Durham Region are at increased risk of frostbite, hypothermia, and other cold-related health issues. To help protect the most vulnerable during the winter months, the Region of Durham has launched its Winter support for homeless in Durham Region through the Winter Warming Plan.
From December 1, 2025, to March 31, 2026, there will be designated warming locations open across the region. One of the main locations is Regional Headquarters at 605 Rossland Road East, Whitby. Additional shelters and warming spots are available, with transportation support provided by the Durham Region Outreach Team to help residents reach these facilities.
