Pickering Homelessness Plans Divide Mayoral Candidates

Pickering homelessness responses are a point of comparison for voters as all seven mayoral candidates set out proposals ranging from supportive housing and stronger outreach to treatment and employment opportunities.

The positions were provided directly by the candidates in a DurhamRegion.com questionnaire published October 18. They are campaign commitments, not approved projects or funded service changes. The City of Pickering’s certified list confirms the seven-person mayoral field.

Housing and prevention

Incumbent Kevin Ashe pointed to municipal support for DARS transitional housing and cooperation with Durham Region on outreach. He also said he had committed to making Fire Hall 5 land available for affordable non-profit housing. His response described those measures as part of the city’s role alongside regional services.

Doug Cornell proposed a Pickering-specific plan developed with Durham Region and local agencies. His priorities include supportive and non-market housing on city land, quicker approvals, warming and cooling spaces, and more mental-health and addiction support. His campaign website separately discusses homelessness and encampments.

Janice Frampton called for a combination of eviction prevention, emergency shelter access and street outreach. She said she would seek suitable city-owned sites for affordable and supportive housing, work with non-profits and pursue provincial and federal funding. She also proposed measurable goals and public progress reports.

Zargham Rasool emphasized intervening before families or young people lose their homes. His response linked permanent housing to continued support, including health care, financial assistance and employment services. Tracking results and expanding programmes that work were also part of his proposal.

Outreach, treatment and employment

Shaun Rickard proposed accelerating supportive and transitional housing, strengthening round-the-clock outreach and pursuing federal encampment funding. He also called for seasonal warming centres to become year-round low-barrier spaces and for bylaw officers and outreach workers to respond together. He sought additional detoxification and addiction-treatment capacity.

Lisa Robinson said she would bring regional and community providers together around shelter, mental-health care and treatment. She also proposed exploring Project 3R Canada and revenue-generating social enterprises as possible routes into skills, jobs and greater independence. Those are proposals to explore, rather than a confirmed municipal programme.

Andrea Wood proposed including money in the municipal budget for temporary publicly funded supportive housing. Her stated aim is to help people move indoors, access support and progress toward more independent living.

Regional responsibility remains important

Durham Region manages the local homelessness service system. Several candidates therefore described partnerships with the Region and other governments rather than a city acting alone. Their responses differ over the tools Pickering should prioritize, and do not establish that the required sites, funding or intergovernmental agreements have been secured.

Online voting in Pickering runs October 19–26. Residents can use the city’s election pages to confirm voting information and review the official candidate list. The questionnaire offers a snapshot of Pickering homelessness policy choices, not an endorsement of any candidate.
