The proposed Whitby GO development needs major infrastructure commitments before thousands of new homes can be supported, Mayor Elizabeth Roy says.

Infrastructure Ontario’s transit-oriented community concept would place approximately 2,355 homes beside the Whitby GO Station. It also proposes pedestrian-friendly public space, parkland, direct station access and connections to Durham Region Transit.

Mayor raises road, school and health-care concerns

In an interview published September 10 by Durham Radio News, Roy said residents who use GO services are concerned about the pace and scale of growth proposed for the station area.

She pointed to transportation pressure on Victoria Street, the regional road serving the station, its parking areas and nearby businesses. The mayor also said there is only one school south of Highway 401 and that it is already over capacity.

Health-care capacity is another concern. Whitby continues to seek a provincial commitment for a future hospital as the town and surrounding communities grow. Roy said the municipality does not currently have the infrastructure or funding needed to accommodate a project of this size.

Her position is that infrastructure funding should arrive before the development receives a green light, allowing road, school and health-care requirements to be addressed in step with new housing.

Proposal remains under review

The Whitby GO development is a provincial transit-oriented community proposal rather than a final construction approval. Infrastructure Ontario lists architectural plans, transportation work, a functional servicing and stormwater report and other technical studies among the project materials.

The site’s location next to rail and bus service is intended to reduce dependence on private vehicles. At the same time, the mayor’s comments highlight the broader planning question facing fast-growing parts of Durham: whether existing roads, schools and medical services can absorb additional population before planned upgrades are funded and delivered.

No construction start date was included in the provincial project overview. Residents can review the public presentation and project description through Infrastructure Ontario, while additional technical documents are available from the agency on request.
