Targeted Locations and Logistics
The Whitby Free Downtown Parking 2026 framework specifically targets two municipal lots identified by staff as being chronically underutilized compared to centralized street spaces and prime areas like the Byron and Mary Street lot (Lot 3):

The motion, brought forward by Centre Ward 3 Councillor Niki Lundquist, passed with unanimous support on May 11, 2026. According to Lundquist, the project serves a dual economic purpose: providing financial relief to patrons while structurally optimizing the flow of downtown traffic.
“The whole idea of parking downtown is something we need to explore in a thorough way,” Lundquist noted. She emphasized that the initiative aims to discourage business owners and staff from occupying premium on-street parking directly in front of storefronts, redirecting them and long-stay visitors to peripheral lots so that high-value retail spaces remain accessible to incoming consumers.
