Pickering Councillor Lisa Robinson is facing another possible penalty after the city’s Integrity Commissioner found that she breached the council code of conduct again. The Pickering Councillor Faces Ninth Conduct Sanction report is expected to be reviewed at Monday’s council meeting, where councillors will consider a recommended 90-day suspension of pay.

The Pickering Councillor Faces Ninth Conduct Sanction case follows eight previous sanctions against Robinson during her time on council. According to the Integrity Commissioner’s report, the latest issue stems from a YouTube video posted in April that included comments about residential school burial claims and statements directed at senior city staff.

Principles Integrity, the firm serving as Pickering’s Integrity Commissioner, found that Robinson repeated claims about staff corruption that had already been investigated and dismissed in previous rulings. The Pickering Councillor Faces Ninth Conduct Sanction report states that these allegations were baseless, disrespectful, and harmful to staff.

The commissioner said Robinson’s comments about city staff were similar to statements that had already resulted in earlier code of conduct breaches. Because of the repeated nature of the behaviour, the Pickering Councillor Faces Ninth Conduct Sanction recommendation includes another 90-day suspension of pay.

The report also addressed Robinson’s remarks about residential school mass graves. While the commissioner described the comments as offensive, the report noted that regulating those statements falls outside the authority of the municipal Integrity Commissioner. Instead, the commissioner focused on the comments involving Pickering staff.

The Pickering Councillor Faces Ninth Conduct Sanction report says elected officials are required to treat staff, the public, and fellow council members with respect and dignity. It also states that members of council must avoid behaviour that could be considered abusive, harassing, bullying, or intimidating.

Robinson has already faced significant penalties during her term, including earlier pay suspensions connected to code of conduct findings. She has also been limited to virtual-only participation in city meetings after a workplace harassment complaint was upheld by outside counsel earlier this month.

The timing of the Pickering Councillor Faces Ninth Conduct Sanction report is also notable. Monday’s meeting is the final regular council meeting before the summer break, and the October municipal election is approaching. Robinson is expected to challenge Pickering Mayor Kevin Ashe for the mayor’s seat.

The Integrity Commissioner said the report was expedited so council could consider the matter before the break. In the report, Principles Integrity stated that Robinson’s conduct showed a continued pattern of intentionally defying the code of conduct.

If council accepts the recommendation, the Pickering Councillor Faces Ninth Conduct Sanction decision would result in another 90-day pay suspension. The commissioner said a significant sanction is warranted because previous penalties have not led to a meaningful change in behaviour.

The issue is expected to draw attention from residents and political observers as Pickering council prepares to discuss the matter.
