Clarington Proposes Two Major Residential Developments with 2,840 Homes

The Municipality of Clarington has announced two new residential development proposals in Courtice, aiming to add a total of 2,840 homes to the community.

1. 2,500-Unit Development at 113 Down Road
Weston Consulting, on behalf of 1725596 Ontario Ltd., has submitted applications for a Zoning By-law Amendment and Draft Plan of Subdivision at 113 Down Road. The project covers 52 hectares (128 acres) and plans to include:

2. 340-Unit Development at 2149 Courtice Road
Minto Communities Inc. has submitted applications for a Zoning By-law Amendment and Draft Plan of Subdivision at 2149 Courtice Road. The 39.85-hectare (98.47-acre) site would feature:

  • 71 street townhouses
  • Three medium-density Regional Corridor blocks
  • One high-density residential block
  • A neighbourhood park, stormwater management block, and open space areas

Residents are invited to participate in the public meeting virtually or in person:

  • Date: Monday, January 19, 2026
  • Time: 6:30 pm
  • Location: Council Chambers, Municipal Administrative Centre, 40 Temperance Street, Bowmanville, or online via live stream at www.clarington.net/calendar

The municipality encourages residents to attend to provide feedback and learn more about the proposals.
