Clarington Council has approved municipal planning amendments that would allow asphalt and concrete production facilities at the Mosport Main Pit in Clarke.

The active aggregate operation is located at 3565 Regional Road 20. The applications were submitted by MHBC Planning, Urban Design and Landscape Architecture on behalf of Dufferin Aggregates, a division of CRH Canada Group Inc.

Plants would operate with the aggregate pit

The approved uses include an asphalt plant and a concrete batching plant. The facilities would process materials within the existing licensed pit and operate for the duration of the aggregate licence.

They are to be removed as part of the site’s final rehabilitation after aggregate operations end.

Technical studies reviewed

Municipal information says technical studies considered traffic, air quality, noise, groundwater and the natural environment. Clarington reported that the proposal could proceed while meeting applicable requirements in those areas.

The applications followed a public planning process that began before the final recommendation. At a November 2025 public meeting, residents raised concerns about truck traffic, enforcement of haul routes, air emissions and environmental effects.

Provincial decision still required

The municipal approval does not complete every regulatory step. The expanded uses, plans and technical materials also require review and approval from Ontario’s Ministry of Natural Resources.

That provincial process was still underway when the local approval was reported. Any required provincial conditions would apply in addition to the municipal official-plan and zoning permissions.

The site is near Canadian Tire Motorsport Park, commonly known by its former Mosport name, but the proposal concerns the licensed aggregate property and its processing operations.

Residents seeking the planning documents can consult Clarington’s current-development page for the proposal at 3565 Regional Road 20. Future provincial decisions or conditions would represent a further major update.
