The regional healthcare planning councils, municipal infrastructure directorates, and emergency medical service networks across the Durham Region are coordinating a major expansion of older adult care. Tracked under regional governance portfolios on Friday, July 3, 2026, corporate administration teams finalized the policy brief Supporting seniors, strengthening our future. Authored directly by Regional Chair and Chief Executive Officer John Henry following the conclusion of Seniors Month, the executive review outlines a multi-tiered infrastructure and mobile healthcare framework designed to sustain an aging population while preventing unnecessary gridlock across regional hospital emergency wards.

By aggressively expanding its localized medical assets, Durham is intentionally exceeding provincial mandates, moving to operate five distinct municipal long-term care facilities.

The Seaton Village Long-Term Care Infrastructure Grid

The largest physical capital project in the region’s senior care portfolio is currently transforming land layout blocks along the northern Pickering corridor.

  • The Scale & Horizon: Construction is operating at full velocity on Seaton Village, a brand-new 200-bed long-term care home officially scheduled to accept its first residents in 2027.

  • The Micro-Community Design: Shifting away from historical institutional ward layouts, the facility is engineered as an interconnected, homelike neighborhood. The internal blueprints feature a dedicated retail shop, commercial hair salon, full-service bank kiosk, physical fitness area, and a multifaith sanctuary space.

  • Surpassing Provincial Baselines: Under current Ontario municipal legislation, regional governments are only legally required to operate a single long-term care home. Durham Region currently manages four active homes (Hillsdale Estates, Hillsdale Terraces, Fairview Lodge, and Lakeview Manor), with Seaton Village marking its fifth fully subsidized home.

The Community Paramedicine Plus Bedside Pilot

Recognizing that a massive segment of the senior population prefers to age in place, Durham Region has partnered with the provincial government to launch a cutting-edge mobile clinical network.

1.Deploy Specialized Paramedic Units:Active At-Home Request.

Instead of dispatching heavy emergency transfer vehicles to transport frail seniors to distant hospitals, specialized community paramedic units are routed directly to private residential doorsteps.

2.Administer Mobile Diagnostic Testing:Bedside Clinical Intake.

Paramedics enter the home equipped with advanced, portable laboratory gear. Crews perform complex diagnostic procedures right at the patient’s bedside, including blood work, urinalysis, and real-time ultrasounds.

3.Transmit Real-Time Lab Data:Physician Network Link.

The digital diagnostic files and lab results are securely uploaded through encrypted IP networks to on-call regional physicians for immediate clinical review and prescription updates.

4.Establish Stable On-Site Care Loop:Hospital Avoidance Success.

Patients receive targeted treatment and stabilization in their own familiar environment, successfully bypassing stressful ambulance transfers and keeping local emergency rooms clear for trauma events.

  2. Hillsdale Estates (Oshawa) — Operational Municipal Asset

  3. Hillsdale Terraces (Oshawa) — Operational Municipal Asset

  4. Lakeview Manor (Beaverton/Brock) — Operational Municipal Asset

  5. Seaton Village (Pickering) — Active 200-Bed Construction Phase (Opening 2027)

To help aging residents and their caregivers navigate this rapidly expanding healthcare ecosystem, the region has launched an updated, comprehensive Guide to Community Resources for Seniors and Older Adults. The unified digital and physical directory centralizes all available regional support networks—spanning health clinics, affordable non-profit housing, transit assistance, and municipal social and recreational programs—into a single reference guide.

The Durham Region Health Department and Emergency Medical Services handle the central administration of the care expansion.

Durham Region seniors, family caregivers, and healthcare workers looking to download the complete community resource index, track construction progress photos of Seaton Village, or review eligibility rules for the home paramedicine loop can access the data portals online at durham.ca/Seniors or check provincial medical registries at ontario.ca/longtermcare.
