Three Bowmanville housing proposals that could add a combined 1,495 residential units will be presented at a special Clarington Council meeting in August. Residents, property owners and local businesses are being invited to review the applications and provide comments before municipal decisions are made.
The proposals cover three sites in Bowmanville and range from a large mixed residential neighbourhood to two townhouse developments. The Municipality of Clarington has emphasized that none of the projects has been approved. The public meeting is one step in the municipal planning review, which includes technical evaluation and feedback from interested residents.
Largest Proposal Includes 1,290 Homes
The largest application concerns a 40-hectare, or approximately 100-acre, property at 2273 Lambs Road. Bousfields Inc. submitted the application on behalf of Lambs Road Development, associated with Kaitlin Corporation.
The plan proposes an estimated 1,290 homes in several forms. These would include individual lots for detached houses, blocks of street townhouses and areas designated for low- and mid-rise medium-density development.
The draft subdivision plan also includes a natural heritage block, two stormwater-management ponds, a public park and new municipal roads. Clarington says the proposal conforms to the municipality’s Official Plan requirements for the site, but zoning and draft subdivision approvals are still required.
Townhouse Projects Add 205 Units
A second application proposes 182 townhouse condominium units at 1700 Lambs Road. Nethery Planning submitted the Official Plan amendment application on behalf of Farsight Investments Ltd.
The development would be located within a previously draft-approved subdivision and would include 86 three-storey townhouses, 84 back-to-back townhouses and 12 rear-lane townhouses. The property covers approximately 3.62 hectares, or 8.94 acres.
The third proposal involves a smaller 0.49-hectare site at 2658 Concession Road 3. GHD Limited submitted zoning and draft subdivision applications on behalf of Lack Realty Appraisers and Consultants Inc.
That plan calls for 23 townhouse units, including 11 front-loaded homes and 12 dual-frontage homes. All units would be reached from a private laneway.
Together, the three applications account for the proposed total of 1,495 homes. The mix includes detached houses, conventional townhouses, back-to-back townhouses, rear-lane units and medium-density buildings.
Bowmanville Housing Proposals Head to Public Meeting
The Bowmanville housing proposals will be discussed at a special Clarington Council meeting on Wednesday, August 19, 2026, beginning at 6 p.m. Residents may attend in person at the Municipal Administrative Centre, 40 Temperance Street in Bowmanville, or participate online.
Anyone attending in person may speak without registering in advance. People who want to address council online must register as a delegation by 3:30 p.m. on Tuesday, August 18. Written feedback can also be submitted to the municipal planning staff assigned to each application.
Clarington says public comments will form part of its review. Residents can also request to join an interested-parties list to receive future notices and information about council decisions.
The applications arrive as Bowmanville continues to experience residential growth and demand for a broader range of housing. Supporters may focus on the number and variety of proposed homes, while nearby residents may raise questions about traffic, municipal services, environmental protection, construction and the effect on surrounding properties.
No final decision is expected simply because the applications appear at the public meeting. Planning staff must consider municipal policies, technical studies and public submissions before making recommendations to council.
