Three Bowmanville development plans proposing a combined 1,495 residential units will be presented at a special Clarington council meeting on Wednesday, August 19. Residents will be able to review the applications and share comments before municipal staff complete their assessments and make recommendations to council.

The meeting begins at 6 p.m. and will be held in council chambers at the Municipal Administrative Centre, 40 Temperance Street in Bowmanville. It will also be available online. Clarington says the applications have not been approved and remain part of the municipal planning process.

Concession Road Proposal Includes 23 Townhouses

The smallest of the three Bowmanville development plans is proposed for 2658 Concession Road 3. The application would permit 23 townhouse units on a 1.21-acre property.

The plan includes 11 front-loaded townhouses and 12 dual-frontage townhouses. Vehicle access would be provided through a private laneway. GHD Limited submitted the zoning bylaw amendment and draft plan of subdivision applications on behalf of Lack Realty Appraisers and Consultants Inc.

Municipal information states that the proposal conforms to the applicable policies in Clarington’s Official Plan. Public comments will still be considered as staff review the detailed planning applications.

Lambs Road Project Proposes 1,290 Homes

The largest proposal is planned for 2273 Lambs Road on approximately 100 acres. Lambs Road Development, associated with Kaitlin Corporation, is seeking permission for an estimated 1,290 residential units in several housing forms.

The draft plan includes individual lots for detached houses, blocks for on-street townhouses and areas intended for low- and mid-rise medium-density housing. The proposal also includes a public park, two stormwater management ponds, new public roads and a natural heritage block.

Bousfields Inc. submitted the zoning bylaw amendment and draft subdivision applications for the property. Clarington says the plan conforms to the municipality’s Official Plan requirements for the area, but the project remains subject to review and a future council decision.

Condominium Plan Includes 182 Townhouses

A third application concerns 1700 Lambs Road, where Farsight Investments Ltd. is proposing a townhouse condominium block within a previously draft-approved subdivision.

The proposed block would contain 182 homes, including 86 three-storey townhouses, 84 back-to-back townhouses and 12 rear-lane townhouses. The development area covers approximately 8.94 acres.

Unlike the other two applications, the 1700 Lambs Road item is identified as a recommendation report. Nethery Planning submitted an Official Plan amendment application on behalf of the property owner.

Residents Invited to Speak at Meeting

People attending the August 19 meeting in person do not need to register before speaking. Residents participating online must register through Clarington’s delegation form or contact the Clerk’s Division at 905-623-3379, extension 2109.

The deadline for online speakers is Tuesday, August 18, at 3:30 p.m. Registered participants will receive instructions from municipal staff. People who do not wish to speak can watch the council livestream or submit written comments through the individual development webpages.

Clarington notes that comments submitted as part of the planning process may become part of the public record. The municipality also emphasizes that receiving and reviewing a development application does not mean the proposal has been approved.

The August meeting will give residents an opportunity to ask questions about density, roads, parks, environmental features and neighbourhood impacts associated with the three Bowmanville development plans. Feedback collected during the process will help inform staff reviews before the applications return to council for decisions.
