A 58-year-old male arrested and charged after making threats and hate-related comments toward several victims at multiple restaurants and parking lots in Whitby, Durham Region. The suspect, James Newlands, was apprehended on Saturday, February 21, 2026, after Durham Regional Police conducted a traffic stop in Whitby, leading to his arrest without incident. He now faces multiple charges, including uttering threats and criminal harassment.

The incidents occurred between Wednesday, February 11 and Saturday, February 21, 2026, when Newlands visited several Tim Hortons locations and their nearby parking lots in Whitby. According to police reports, during his visits, Newlands made a series of threatening remarks and hate-related comments directed at both employees and motorists. These comments created a tense and uncomfortable atmosphere for those targeted, contributing to an increased sense of insecurity in the community. Fortunately, no physical injuries were reported as a result of the incidents, but the emotional and psychological effects were still felt by the victims.

After several reports were made about the suspect’s behavior, Durham Regional Police located Newlands in his vehicle in Whitby on February 21, 2026. A traffic stop was initiated, and Newlands was arrested without any resistance. He was subsequently taken into custody and held for a bail hearing.

James Newlands, who is listed as having no fixed address, now faces the following charges:

  • Uttering Threats (x5)

  • Criminal Harassment

The charges stem from the threatening and hate-related behavior Newlands exhibited while in Whitby’s public spaces. These behaviors are being taken very seriously, as they contribute to the broader concerns about hate crimes and harassment within Durham Region.

Durham Regional Police are continuing to investigate the incidents and are calling for the public’s assistance. They are particularly interested in cell phone footage, dash cam footage, or surveillance footage from the Tim Hortons locations or surrounding areas during the specified period. The police are also looking for anyone with additional information about Newlands’s behavior or activities to come forward.
