Clarington Council has approved the Soper Hills Secondary Plan, paving the way for a new walkable community in east Bowmanville designed to accommodate approximately 13,000 residents with a mix of housing, schools, shops, parks, and trails.

Covering 193 hectares, the Soper Hills community will guide the development of roughly 5,900 dwelling units ranging from low-density homes to medium- and higher-density residential buildings. The plan emphasizes walkability, cycling, transit access, and the protection of natural features and green spaces throughout the neighbourhood.

A centrally located neighbourhood centre along Concession Street East is designed to be pedestrian-friendly, offering a mix of shops, services, and offices to support daily needs within walking distance of homes. The Secondary Plan includes space for new elementary schools positioned next to neighbourhood parks and parkettes that can be safely accessed by walking and cycling. Parks and open spaces are described as a defining feature of the development, with neighbourhood parks and smaller green spaces woven throughout the community layout.

A larger-than-usual neighbourhood park is planned south of Concession Street East to preserve the area’s topography and offer varied recreational spaces. A connected network of sidewalks, trails, and multi-use paths will link homes with parks, schools, local destinations, and the surrounding natural environment, creating a truly integrated Soper Hills community.

No specific funding commitments or construction timelines were released by the municipality. However, the approved framework provides the planning foundation needed for developers to begin submitting detailed proposals in the coming months and years ahead.

Clarington Mayor Adrian Foster called the Soper Hills plan essential to responsible growth. “Planning like this is essential to make sure our community grows responsibly into our vision for the future of Clarington,” Foster said. “The Soper Hills Secondary Plan is how we encourage development that builds walkable neighbourhoods with lots of different types of housing, new schools, and central shops.”

With the plan now approved by council, future development will move forward through separate planning applications, including plans of subdivision and site plans, supported by detailed technical studies. Development will occur gradually over time, guided by the vision set out in the Secondary Plan document.

The approval comes during an election year for Clarington, as municipalities across Durham Region continue to plan for significant population growth in the years ahead. Bowmanville in particular has seen rapid residential expansion in recent years, with new subdivisions, commercial developments, and infrastructure projects reshaping the once-small town into one of the fastest-growing communities in the Greater Toronto Area.

The Soper Hills community represents one of the larger planned developments in Bowmanville’s history, reflecting the broader trend of expansion transforming Clarington’s eastern areas into increasingly urbanized neighbourhoods. As Clarington council positions the Soper Hills community as a model for future growth, residents and stakeholders will be watching closely to see whether the promised walkability and green space commitments materialize as the development unfolds.
