A Whitby SIU investigation is underway after a 48-year-old man died during a Durham Regional Police Service call at a Macpherson Street residence on Friday night.
Ontario’s Special Investigations Unit said Durham police officers went to the home at about 8:30 p.m. on October 2 to arrest the man in connection with outstanding warrants.
According to preliminary information released by the SIU, officers interacted with the man both outside and inside the residence. The agency said the man threatened to harm himself with an edged weapon before going back into the home and barricading himself.
Officers later entered the residence and found him unresponsive. Resuscitation efforts were made, but the man was pronounced dead at the scene.
Five SIU investigators assigned
The SIU has assigned three investigators and two forensic investigators to the case. The agency identifies the file as case 26-OCD-475.
The watchdog has asked anyone with information, video or photographs connected to the incident to contact its lead investigator through the SIU’s public appeals process.
No conclusion has been reached about the actions of any officer. The information released so far is preliminary, and the SIU’s investigation will determine whether there are reasonable grounds to believe an official committed a criminal offence in connection with the death.
Role of Ontario’s police watchdog
The SIU is an independent civilian agency. Its mandate covers incidents involving police and certain other officials that may have resulted in death, serious injury, an allegation of sexual assault or the discharge of a firearm at a person.
At the end of an investigation, the SIU director decides whether grounds exist to lay a criminal charge. If no charge is laid, the agency generally publishes a report explaining the decision, subject to legal limits and privacy considerations.
The SIU also points affected people to its confidential support program, which is available around the clock. The name of the deceased was not released in the agency’s October 3 statement.
