Oshawa Seeks Feedback on Growth Management Plan

The City of Oshawa is inviting residents to provide feedback on its growth management study, which aims to guide when, where, and how future development occurs across the city.

The study forecasts that by 2056, Oshawa could reach nearly 314,400 residents and 113,000 jobs. While the city has sufficient land between existing built-up areas and those designated for future growth, the challenge is phasing development to prevent scattered construction, premature infrastructure expansion, and imbalanced residential and employment growth.

Most designated growth areas are in north Oshawa, around the Columbus, Kedron, and Windfields neighbourhoods, with employment areas scattered throughout, including the city’s western and southern limits.

Consultants recommend phasing development over two periods: pre-2041 and post-2041, focusing early growth on areas that can efficiently utilize current and planned infrastructure. Criteria include:

  • Logical extension of existing development

  • Opportunities to create complete communities

  • Efficient servicing by water, wastewater, and transportation networks

  • Planning and protection of employment areas

Residents are encouraged to review the framework and submit feedback via Connect Oshawa or by emailing OPReview@oshawa.ca. Feedback will be accepted until noon on February 6, 2026, and will inform the final Oshawa growth management study.
