A new Kevin Seamons Charge has been laid against the former Durham Regional Police Service officer after Ontario’s Special Investigations Unit identified another complainant during an ongoing historical sexual assault investigation.

The SIU announced that Seamons is now charged with one additional count of sexual assault involving an adult woman.

According to the provincial police watchdog, the alleged conduct occurred sometime between May 1999 and December 2009.

The latest charge is separate from allegations involving another female complainant that resulted in charges against Seamons earlier this year.

All charges before the court are allegations and have not been proven.

Second complainant identified during investigation

The SIU said the additional adult complainant came to investigators’ attention during an investigation launched in 2024.

That investigation concerned allegations involving another female, described by the SIU as a young person.

In May 2026, the SIU announced criminal charges against Seamons stemming from alleged conduct involving that complainant.

The SIU has now confirmed that Seamons faces an additional sexual assault charge under section 271 of the Criminal Code in connection with the second complainant.

Earlier charges have been updated

The SIU’s Aug. 6 release also clarified the charges remaining from the earlier investigation.

Seamons now faces one count each of sexual assault, sexual exploitation, breach of trust, assault with a weapon and criminal harassment in connection with the earlier allegations.

Those charges are in addition to the newly announced sexual assault charge involving the adult complainant.

The earlier case dates back to allegations from 2003.

The SIU initially investigated the matter at that time, but the investigation was relaunched in 2024 after the complainant provided new information.

When charges were first announced in May, Seamons was arrested in Alberta following the issuance of a Canada-wide warrant.

Former Durham officer previously dismissed

Seamons previously served with Durham Regional Police.

According to the source material provided, he was dismissed from the force in 2005 following police disciplinary proceedings related to conduct that became the subject of earlier investigations.

His dismissal was later upheld by Ontario’s civilian police oversight body.

Those disciplinary findings are separate from the current criminal proceedings.

Oshawa court appearance scheduled

The latest Kevin Seamons Charge will be addressed along with the other allegations before the Ontario Court of Justice.

The SIU says Seamons’ next scheduled court appearance is Aug. 28, 2026, at the courthouse at 150 Bond Street East in Oshawa.

The SIU has said it will not provide further comment while the matter remains before the courts, citing the accused’s fair-trial interests.

SIU oversees serious police-related investigations

The Special Investigations Unit is an independent civilian agency responsible for investigating incidents involving police and certain other officials that may have resulted in serious injury, death, an allegation of sexual assault or the discharge of a firearm at a person.

When the SIU director determines there are reasonable grounds to believe an official committed a criminal offence, the agency can cause charges to be laid.

The filing of a charge does not amount to a finding of guilt.

The additional Kevin Seamons Charge represents a significant development in the ongoing case because it involves a second complainant and alleged conduct spanning a separate period.

Seamons is presumed innocent unless and until the allegations are proven beyond a reasonable doubt in court.
