The Clarington Fire Facility plan is being significantly revised, with the municipality now searching for another location for its future fire training centre while moving ahead with an operations depot at the planned Liberty Street site.
Clarington council approved the revised approach during its Aug. 10 meeting.
The original project was intended to combine a municipal operations depot, fire station and fire training facility near Liberty Street North and Concession Road 4 in Bowmanville.
Under the new plan, only the operations depot will proceed at that location.
Fire station put on indefinite pause
The fire station component has been removed from the immediate project and placed on indefinite hold.
Municipal officials cited slowing population growth and financial pressures connected with development-charge revenues as key reasons for delaying construction.
Updated projections indicate that a new fire station in north Bowmanville may not be required for another decade.
Clarington had previously planned to include a fire station in the larger operations project, with earlier budget documents noting that the facility would help serve future growth in Bowmanville.
Funds that had been budgeted for the fire hall will now be returned to the municipality’s development charges reserve until they are needed.
Greenbelt rules affect training facility
The future Clarington Fire Facility training component also faces a separate obstacle.
Discussions with the province determined that a fire training facility and fire hall would not be permitted uses on the Greenbelt-designated Liberty Street property.
As a result, municipal staff will look for another location for the training centre.
Officials are also exploring possible partnership opportunities, including whether the facility could be built alongside another organization or third party to reduce costs.
No replacement site has been selected.
Operations depot moving ahead
While the fire-related portions of the project are changing, Clarington says its new operations depot remains necessary.
The existing public works depots in Hampton, Orono and Bowmanville are aging and no longer provide sufficient capacity for staff, vehicles and equipment.
Municipal planning documents have previously identified shortcomings involving storage, electrical capacity, staff facilities and fleet operations at the existing sites.
The new depot is intended to consolidate services and provide modern facilities for road maintenance, parks, fleet operations and other public works functions.
The operations project will now proceed to tender.
Construction is expected to begin in 2027.
Financial pressures changed original plan
Clarington officials began reconsidering the combined project as development slowed and uncertainty increased around development-charge revenue.
Chief administrative officer Mary-Anne Dempster said recent changes could significantly affect municipal finances and debt capacity.
Earlier versions of the project carried major borrowing requirements, with the 2026 budget identifying substantial planned debenture financing for the combined operations and emergency-services facility.
Separating the projects allows Clarington to proceed with infrastructure it says is required immediately while delaying fire-service investments until population growth creates greater demand.
Existing design could still be used
Although construction of the new fire hall has been postponed, the design work already completed will not necessarily be lost.
The municipality plans to retain the design as a template for future fire stations.
That could reduce planning work when another station is required and may also allow Clarington to pursue future grant opportunities.
The Clarington Fire Facility training project, meanwhile, will continue in a different form once staff identify an appropriate site or partnership.
For now, the Liberty Street property will move forward as an operations-focused facility while the municipality reassesses where and when its future fire infrastructure should be built.
