Oshawa Councillor Slams Late Notice of Six-Month Delay to Conlin Road Roundabout Project

An Oshawa councillor is calling a last-minute six-month delay to a major road project in northeast Oshawa “unacceptable,” after residents were informed that construction of a key roundabout will not be completed until next summer.

The roundabout at Conlin Road and Grandview Street, part of a large-scale reconstruction and widening project along Conlin Road from east of Harmony Road to Kurelo Drive, was originally scheduled to be finished before the end of the year. However, city officials say recent periods of significant winter weather have forced a change in plans.

As a result, the roundabout will now be completed in summer 2026, and Conlin Road — including the Grandview Street intersection — will remain fully closed throughout the winter. Despite the setback, the overall project timeline remains unchanged, with full completion still targeted for 2026.

Councillor Rosemary McConkey, whose ward includes north Oshawa, expressed frustration over the timing of the announcement.

“Weather interferes with construction projects all the time,” McConkey said. “But telling residents just two weeks before year-end that a project expected to be finished in December won’t be completed until next summer is beyond frustrating.”

Construction began in August, led by contractor Graham Bros. In addition to the roundabout, the project includes a new storm sewer along Conlin Road, a multi-use pathway from Coppermine Street to Kurelo Drive, and a new sidewalk on the north side of Conlin Road from Harmony Road to west of Kurelo Drive.

Until construction is completed, Conlin Road will remain closed from Coppermine Street to Kurelo Drive, and the Grandview Street intersection will stay fully closed. Residents north of Conlin near Grandview are being directed to use Britannia Avenue or Coppermine Street to access their neighbourhood.

McConkey also raised broader concerns about road safety in rapidly growing areas of north Oshawa, citing missing sidewalks, traffic signals, lighting, and turn lanes.

“These delays are not just inconvenient,” she said. “They prolong serious traffic and pedestrian safety risks.”

The councillor further criticized what she described as the prioritization of lower-importance capital projects while urgent road infrastructure needs in her ward are being delayed.

City officials note that additional closures are expected in 2026, including the section of Conlin Road from Harmony Road to west of Grandview Street. Public notices will be issued as construction schedules are finalized, though officials caution that weather and unforeseen circumstances may continue to affect timelines.
