Oshawa household financial strain affected 38.4 per cent of metropolitan-area residents aged 15 and older in October, according to new Statistics Canada survey findings.

That was the largest share among Canada’s 15 biggest census metropolitan areas. The Labour Force Survey release, published November 6, measures people living in households that found it difficult to cover necessary expenses during the preceding four weeks.

Local share above national figure

The expenses include housing, food, transportation, clothing and other basic needs. Across Canada, 29.7 per cent of people aged 15 and older lived in households reporting such difficulty.

Oshawa’s figure was 8.7 percentage points above that national share. It is a measure for the census metropolitan area, not a claim that 38.4 per cent of households inside the City of Oshawa alone are affected.

Windsor ranked next among the 15 metropolitan areas at 36.9 per cent, followed by Hamilton at 35.9 per cent. Québec had the lowest reported share, at 15.7 per cent.

October labour-market context

Clarington Post’s report on the release puts the Oshawa metropolitan unemployment rate at 8.9 per cent, unchanged from September. It reports approximately 25,000 unemployed people and 255,900 employed people using the survey’s seasonally adjusted three-month moving averages.

Nationally, the unemployment rate rose to 6.7 per cent. Ontario’s rate reached 7.3 per cent, up 0.3 percentage points from September, Statistics Canada reported.

The national financial-difficulty share rose from 27.7 per cent a year earlier. That reversed a decline that had run from October 2022 through October 2025.

The Oshawa household financial strain findings describe reported difficulty meeting expenses, rather than a separate poverty threshold or a count of bankruptcies. The metropolitan and national figures should be read on those terms.
