A court-appointed receiver is now overseeing the unfinished Mondria 1 condominium project in Courtice after financial problems and extensive water damage left the development without a clear path to completion.
The six-storey, 89-unit project is located at 1607 King Street East in Clarington. The Ontario Superior Court appointed BDO Canada Limited as receiver and construction lien trustee for developer Monde Development Group Inc. on July 7, 2026, following an application by Meridian Credit Union Limited.
Water damage added an estimated $14 million-plus restoration bill
Court-filed evidence summarized by the receiver and insolvency reporting says a vandal opened a fire hose inside the building in December 2025. Water spread through units and common areas from the fourth floor down to the ground floor.
The lenders later obtained a preliminary estimate that restoration would take approximately six to eight months and cost more than $14 million. Monde submitted an insurance claim exceeding $15 million, but the court found there was no certainty the proceeds would become available quickly enough to fund the work.
The damage came after the project had already encountered serious financial pressure. Court materials cited by Insolvency Insider say Monde had run out of money by late 2024 and had recognized cost overruns of more than $8 million by April 2025. Construction slowed as trades went unpaid before a second-ranking secured creditor agreed to support a restart.
Meridian said roughly $38 million was owing
Meridian, the first-ranking lender, said its debt stood at approximately $38.2 million as of June 1, 2026, before additional professional fees, disbursements and accruing interest. Meridian and second-ranking secured creditor Ducimus Capital Inc. claimed approximately $55 million in aggregate, although the precise amount of each debt remained to be determined.
The project had been marketed as an 89-unit condominium with shared amenities. A 2022 financing announcement said 80 per cent of the units were pre-sold at that time. The court record reviewed in 2026 said purchase agreements had been entered into for 76 units.
What receivership means for Mondria 1
A receivership does not automatically mean the project will be abandoned. BDO’s mandate allows it to take control of the developer’s property, pursue the insurance claim and examine a sale, investment or construction solution under court supervision.
For purchasers, the immediate issue is that completion dates and the treatment of existing purchase agreements remain subject to the receivership process. The appointment order does not, by itself, decide when construction will resume or whether every agreement will ultimately close.
People with purchase agreements, construction liens or other direct claims should rely on notices and court documents published by the receiver and obtain independent legal advice about their own circumstances.
