A Clarington school construction delay has pushed the planned groundbreaking for the Foster Northwest K-12 school to spring 2027, according to reporting that includes a response from the Kawartha Pine Ridge District School Board.
The school has been planned to serve Newcastle and nearby communities. Provincial funding of more than $75 million was secured in January 2025, but the expected start of construction has moved several times from earlier targets in spring, summer and fall 2026.
Parents seek a revised project timeline
A September 21 letter from local parent Justin Stein to trustees, superintendents, municipal councillors and the project planning team called the latest delay unacceptable. The letter asked the board for a root-cause analysis, a revised master timeline and a plan to reduce further delays.
Parents also requested a virtual meeting with project leaders and trustees. Their letter said the spring 2027 start would make the previously anticipated September 2028 opening difficult to achieve.
The land is already owned by the school board. Parents argued that the gap between the January 2025 funding announcement and the revised construction date requires a clear public explanation.
Board cites complexity of combined school
KPRDSB Superintendent of Education Vikki Ernst said there is no single cause for the revised timeline. Her response, as reported by Durham Post, said large capital projects involve multiple planning and design stages, partner feedback and review periods that can vary.
Ernst said the Foster Northwest design requires careful planning to fit the site because the project effectively combines elementary and secondary schools. That makes it more complex than a stand-alone school build.
Board staff are continuing work on the tender package and coordinating with project architect Salter Pilon and municipal partners. A final construction schedule will be established with the successful contractor after the contract is awarded.
The board also plans community engagement through a school-naming process later this fall. Boundary and attendance planning is expected to begin in the winter and include in-person meeting opportunities.
The Clarington school construction delay affects a project intended to address long-term education needs in the growing Newcastle area. A confirmed opening date has not yet been announced.
