Whitby council has asked Town staff to study options for properties that remain undeveloped or dormant for 12 to 24 months and create problems for surrounding neighbourhoods.
The request focuses on stalled sites that can deteriorate while residents wait for approved or proposed development to proceed. Councillors cited abandoned houses on Mary Street and neighbourhood concerns about poor conditions.
Residents face effects of stalled sites
One cited property has collected water and generated mosquito complaints. Councillors argued that similar conditions would not be accepted indefinitely on occupied residential lots and asked why developers should be treated differently.
The issue is especially visible in Whitby’s centre ward, where infill projects can place dormant properties directly beside established homes. Residents can be left dealing with appearance, safety and maintenance problems while a project is stalled.
The staff report is expected to examine properties that have sat idle for between one and two years and determine what municipal tools may be available. The council discussion did not establish a new penalty or enforcement program; any policy change would require further review and a future decision.
Property-specific concerns can continue to be reported through the Town’s bylaw and service channels while the broader review is prepared.
