Whitby Lane Restrictions are now in effect at the intersection of Thickson Road North and Rossland Road East as Durham Region begins a major infrastructure and safety improvement project.

The restrictions started on August 3, 2026, and are expected to remain in place until June 15, 2027. Construction is scheduled to pause during the winter, from December 1, 2026, until May 1, 2027. The schedule may change depending on weather conditions or other construction-related factors.

Both roads will remain open during the project, but drivers should expect reduced capacity and delays when travelling through the intersection.

Major intersection improvements planned

The project involves widening and reconstructing the intersection of Thickson Road North, also known as Regional Road 26, and Rossland Road East, or Regional Road 28.

Durham Region says the work is intended to improve traffic flow, safety and accessibility while replacing aging infrastructure.

Dedicated right-turn lanes will be added to help vehicles move through the intersection more efficiently. Traffic signals and streetlighting will also be upgraded, while new pavement markings and road signs will be installed.

The project includes new sidewalks and a multi-use pathway intended to better accommodate pedestrians, cyclists and other road users.

Additional underground and roadway improvements include storm sewer upgrades, new subdrains, concrete curbs and gutters, and repaving. These changes are designed to improve drainage, extend the roadway’s lifespan and reduce future maintenance requirements.

Traffic will continue through intersection

Despite the long construction timeline, the intersection is not expected to close completely.

Durham Region says one through lane and one left-turn lane will remain open in each direction on Thickson Road and Rossland Road throughout construction. Local and emergency access will also be maintained.

The reduced number of available lanes may still create congestion, particularly during morning and afternoon commuting periods. Motorists travelling through the area should allow extra time, remain alert for workers and equipment, and follow all temporary signs.

Pedestrian routes may also change as different phases of the project are completed. Signs will be installed to guide pedestrians safely around affected areas, and nearby businesses are expected to remain accessible during the work.

Winter construction pause planned

The active construction period will continue until December 1, when work is scheduled to pause for the winter.

Construction is expected to resume on May 1, 2027, before the project’s anticipated completion on June 15.

Although major work will be suspended during the winter, drivers should continue watching for temporary traffic arrangements and posted restrictions. Weather and site conditions may affect when individual phases begin or finish.

Drivers should expect delays

The Thickson and Rossland intersection carries significant traffic through central Whitby and connects nearby residential areas, businesses and community facilities.

As a result, the Whitby Lane Restrictions may affect commuters and other road users for much of the construction period. Drivers may wish to consider alternate routes during peak hours when practical.

Durham Region has acknowledged that the work may cause inconvenience but says efforts will be made to complete it as efficiently as possible.

Motorists are asked to reduce their speed through the construction zone, leave additional space between vehicles and obey directions from signs, traffic-control personnel and work crews.
