A massive four-tower residential development proposal in Pickering is moving closer to a final decision after a scheduled public meeting was held this week to gather community input on the ambitious project.

The development, which would bring 1,356 residential units to the Kingston Road corridor, involves applications from 375 Kingston Road Corporation and 401 Kingston Road Corporation seeking an Official Plan Amendment and a Zoning By-law Amendment for multiple properties along Kingston Road and Evelyn Avenue.

The project envisions a multi-phase, high-density, mixed-use development consisting of two mixed-use buildings with four residential towers reaching heights of 31, 32, 33, and 34 storeys. The development would also include 2,912 square metres of grade-related commercial space and a 0.18 hectare public park for the surrounding community.

Phase 1 of the development will be constructed on the eastern portion of the subject lands, encompassing the properties at 395, 401, 409, 413, and 417 Kingston Road along with 4 Evelyn Avenue. This initial phase will set the foundation for the broader transformation of the Kingston Road corridor in Pickering.

Phase 2 is planned for the southeast corner of Rougement Drive and Kingston Road, specifically at 375 Kingston Road, which currently houses the Rougemount Square Plaza. The existing plaza will continue operating until Phase 1 is completed, providing current tenants within the plaza building the option to relocate into the newly constructed Phase 1 space. Once Phase 1 is finished, the Rougemount Square Plaza will be demolished to make way for the second phase of the development.

The phased approach is designed to minimize disruption to existing businesses and ensure a smooth transition for commercial tenants currently operating in the area. It also allows the city to manage the infrastructure demands of such a large-scale project in stages rather than all at once.

The city received the development applications in November 2025, along with a formal request to withdraw the previous 2022 applications that had been filed for the 375 Kingston Road property. The withdrawal of the older applications clears the way for the more comprehensive new proposal to move forward through the planning approval process.

The public meeting was required under the Planning Act to ensure that community input is considered before any final decisions are made on the project. Residents and stakeholders were given the opportunity to voice their opinions, raise concerns, and ask questions about the potential impact of the development on the surrounding neighbourhood.

With towers ranging from 31 to 34 storeys, the project represents a significant intensification of the Kingston Road corridor. The inclusion of commercial space at grade level and a dedicated public park are intended to create a walkable, mixed-use environment that aligns with Pickering’s broader urban growth strategy.

The proposal now moves into the review phase, where city planners will evaluate the applications against provincial and municipal planning policies before bringing a recommendation report to council for a final vote.
