As of May 1, 2026, the City of Pickering has officially reinstated its annual waterfront permit parking policy. This seasonal program is scheduled to remain in effect until October 1 to effectively manage the high volume of visitors and significant traffic congestion typically expected at popular waterfront destinations during the warmer summer months. Both permit-based and paid parking regulations are strictly enforced daily from 9 a.m. until 10 p.m., covering all weekdays, weekends, and statutory holidays.

The seasonal policy applies to all of the city’s major waterfront parking lots, including locations at Liverpool Road, Progress Park (Front Road), Beachpoint Promenade, and the Annland Street parking lot. In addition to these designated lots, a large number of residential and side streets are now regulated under the permit system. Signage has been posted throughout the affected areas to indicate where a valid permit or a digital payment is required.

Dynamic Hourly Rates and Free Parking Options

For visitors who do not possess a seasonal or monthly permit, the cost of waterfront permit parking fluctuates based on the time and day to help balance access:

  • Monday to Friday (9 a.m. to 5 p.m.): The rate is set at $2.50 per hour.

  • Monday to Friday (After 5 p.m.): The rate increases to $5.00 per hour.

  • Weekends and Statutory Holidays: A flat rate of $5.00 per hour applies for the entire day.

The city provides a limited free parking window to support short-term visits. The first two hours of parking are free from Monday to Friday between 9 a.m. and 5 p.m. within most of the waterfront permit parking area. However, this exemption does not apply to Beachpoint Promenade, Front Street, or any of the municipally operated waterfront parking lots. Even during these free periods, drivers are still required to initiate a parking session on the mobile app, though no charge will be applied for the first two hours.

Permit Eligibility for Residents, Seniors, and Visitors

To prioritize access for local taxpayers, Pickering residents are eligible to obtain a free seasonal permit that remains valid for two years. To qualify for this permit, the vehicle in question must be registered to a valid Pickering address. For those who do not reside within the city, several paid options are available:

  • Monthly Permits: Available for a fee of $60 per month.

  • Annual Permits: Available for a fee of $165 per year.

  • Non-Resident Seniors: Individuals aged 65 and older who do not live in Pickering can still apply for a free seasonal parking permit.

For residents living directly on waterfront area streets, the city has established a digital guest pass system to accommodate visitors. Furthermore, to ensure all users can access the payment app, free Wi-Fi has been made available at the three main municipal parking lots. This comprehensive program continues to serve as the city’s primary tool for balancing the needs of local residents with the influx of regional tourists visiting the lakefront.
